4. Elected or Appointed?

Elected Officials may take positions on ballot measures as well as make decisions at open public meetings and allow expression of the public's views (League of Women Voters v. Countywide Criminal Justice Coordination Committee, 203 Cal. App. 3d 529, [2d Dist. 1988]).

Example: Palos Verdes Library District - Government Relations Liaison monitors legislation after consultation with Bd of Trustees, contacts legislators, as appropriate, to advocate District position.
